President William Ruto Assents To Four Key Bills, Unveils Major Governance Reforms

President William Ruto has assented to four transformative Bills at State House, Nairobi, in a move aimed at strengthening governance, accountability and service delivery across the country.

The new laws are expected to introduce major reforms in public finance management, aviation charges, population and development planning, as well as the administration of trusts.

Among the Bills signed into law is the Public Finance Management (Amendment) Bill, which seeks to strengthen prudent management and accountability in the use of public resources.

The President also assented to the Air Passenger Service Charge (Amendment) Bill, which streamlines the administration and management of charges imposed on air passengers.

The Kenya National Council for Population and Development Bill formally anchors the Council in law. Previously, the Council operated under an Executive Order, a framework that limited its capacity to effectively set standards and coordinate population and development policies.

Also signed into law was the Trust Administration Bill, described as a historic modernisation of Kenya's trust laws. The legislation repeals century-old statutes and consolidates the laws governing trusts into a single, coherent legal framework.

The four new laws mark a significant step in the government's efforts to modernise institutions, strengthen accountability and improve the delivery of services to Kenyans.
