The Kitui County Assembly has unanimously approved the appointment of Hon. Harrison Maluki Mawia as the new Clerk of the County Assembly and Secretary to the Kitui County Assembly Service Board (KCASB).
The approval followed the adoption of a report by the County Assembly Service Board recommending his appointment after a competitive recruitment process conducted in accordance with the County Governments Act, 2012, the County Assembly Services Act, 2017, and the Assembly's Standing Orders.
Moving the motion in the House on Wednesday afternoon, the Vice Chairperson of the County Assembly Service Board, Hon. Jacquelyne Cate Kalenga, said the Board had thoroughly considered the outcome of the recruitment exercise, including oral interview results, due diligence reports, observations by the interview panel, and all applicable constitutional and statutory requirements.
She said the Board unanimously resolved to nominate Maluki for appointment on permanent and pensionable terms after finding him to be the most suitable candidate for the position.
During debate on the motion, Members of the County Assembly overwhelmingly endorsed the Board's recommendation, describing the recruitment process as fair, transparent and merit-based.
The MCAs praised Maluki's leadership, integrity and commitment to public service, saying his professional qualifications and experience had earned him the confidence of the House. They expressed optimism that he would provide effective administrative leadership and strengthen the operations of the Assembly.
Maluki holds a Bachelor of Science degree in Computer Science from Meru University of Science and Technology and a Master of Arts in Transformational Leadership from St. Paul's University.
He brings extensive experience in county governance, having served as the Member of the County Assembly for Migwani Ward since 2022. During his tenure, he also served as the Assembly Majority Leader, a position in which he played a key role in legislative business and House leadership.
Following the approval, Kitui County Assembly Speaker Hon. Kevin Kinengo Katisya congratulated Maluki on his appointment and welcomed the Assembly's unanimous decision.
The Speaker said he looked forward to working closely with the new Clerk to strengthen institutional governance, improve service delivery and enhance the Assembly's capacity to effectively execute its legislative, oversight and representative mandate.
Maluki is expected to assume office in the coming days as the new accounting officer and chief administrator of the Kitui County Assembly.
