Speaker's Communication Letter.

In a dramatic and unprecedented display of authority, Machakos County Assembly Speaker Anne Kiusya on Tuesday suspended nine Members of the County Assembly (MCAs) for eight sittings over their alleged involvement in a violent disruption of House proceedings.
Those suspended include Majority Leader Nicholas Nzioka, Deputy Speaker Stephen Mwanthi, immediate former Minority Leader Judas Ndawa, Felix Ngui, Raphael Nzau, Charles Mbuva, Phoebe Mawa, Anna Ndilo, and Catherine Kyee.
Speaker Kiusya condemned the conduct of the MCAs as “shocking, shameful, and atrocious,” citing their alleged roles in a chaotic incident on April 8 that brought proceedings to a halt.
The MCAs, most of whom are aligned with the Wiper Party, are accused of multiple breaches of the Assembly's code of conduct, including assault, unlawful confinement of the Speaker, incitement to violence, and destruction of property.
In her official statement—issued as a “Communication from the Chair”—Kiusya revealed that the Assembly had obtained video footage, photographs, and eyewitness testimonies linking the nine members to the unrest, which left the Assembly in turmoil.
Although the communication was not fully read on the floor due to further disruptions during the session, Kiusya later released it from her office with a note stating it was “Deemed as Communicated.” She instructed the Assembly Clerk to enforce the suspension orders immediately.
In a further shake-up, Kiusya also implemented long-pending changes to the House leadership, acting on a directive from Wiper Party Secretary General Shakila Abdalla dating back to November 2024.
Felix Ngui was removed as the Majority Party’s representative to the County Assembly Service Board (CASB) and replaced by Winfred Mutua. Dee Kivuva was appointed Deputy Majority Whip, replacing Mutua.
However, the leadership changes sparked immediate controversy, with the Wiper Party issuing a new letter disowning the November directives and disputing the legitimacy of the announced appointments.
The dramatic events unfolded as the Assembly resumed sittings after a suspension period, signaling what appears to be a calculated move by Speaker Kiusya to reassert control, enforce discipline, and push back against mounting political pressure within the Assembly.
The unfolding political standoff is expected to intensify in the coming days as questions arise over the legality and political implications of the Speaker’s tough stance.
