EACC Raids Sports Officials Over Alleged KSh3.8 Billion Graft Scandal

The Ethics and Anti-Corruption Commission (EACC) has intensified investigations into the alleged embezzlement of more than KSh3.8 billion from the State Department for Sports.

On Wednesday, November 5, 2025, EACC officers conducted a series of coordinated raids across Nairobi, Machakos, Kiambu, Nyeri, and Nanyuki, targeting senior government officials and business associates suspected to be at the centre of the scheme.

Among those under investigation are Caroline Muthoni Kariuki, Senior Assistant Commissioner of Sports; Otis Mutwiri Nturibi, Deputy Accountant General in charge of ASALs and Regional Development; and David Muasya Musau, an accountant within the same department. 

Also implicated are private sector players Dickson Kibunyi Mahia, a director at Turkenya Tours & Safaris Limited and Afromerch Travel Kenya Limited, and Maureen Wangui Wambugu, a director at Smart Flows Travel Limited.

The raids resulted in the recovery of significant assets suspected to be linked to the illicit acquisition of public funds. EACC officers seized cash amounting to KSh5,460,000 and uncovered investments in government securities valued at approximately KSh597 million. 

Additionally, they impounded 13 motor vehicles, identified 28 parcels of land, and froze 37 bank accounts believed to be holding proceeds of corruption.

The five suspects were taken to Integrity Centre, the EACC’s headquarters, for interrogation and the recording of formal statements. The commission confirmed that the searches were performed pursuant to court orders, and form part of ongoing investigations into allegations of unlawful acquisition of public property and abuse of office between the 2020/2021 and 2025/2026 financial years.

“The outcome of this investigation will inform decisive action, including prosecution of any culpable persons and recovery of unexplained wealth,” the EACC stated.

The unfolding scandal has raised fresh concerns about accountability in the sports sector, as the public continues to demand stringent measures against corruption and mismanagement of taxpayer funds.
