Keep CDF Alive, Don’t Hand Billions to Governors, Says Mwala MP

Mwala Member of Parliament Vincent Musyoka has strongly opposed calls by Azimio leader Raila Odinga to abolish the National Government Constituency Development Fund (NG-CDF) and channel the monies to county governments.

Raila, while speaking during the recent devolution conference, argued that the NG-CDF—currently allocating about KES 150 million annually to each of the 290 constituencies—should be scrapped, with the resources redirected to strengthen devolution. 

He said governors, not MPs, should oversee grassroots development to avoid duplication of roles.

But Musyoka has hit back, dismissing the proposal as reckless and a betrayal of ordinary Kenyans. He argued that while counties receive over KES 15 billion every financial year, many governors have failed to account for the funds, unlike NG-CDF, which has delivered tangible results at the grassroots.

“NG-CDF has consistently delivered visible results—building classrooms, offering bursaries for needy students, and initiating key infrastructure projects that transform lives. Ironically, the very few development footprints visible in constituencies today are courtesy of NG-CDF, not county governments,” the MP said.

Musyoka maintained that scrapping the fund would not only undermine education and essential infrastructure projects but also hand over billions to governors who have yet to convincingly prove fiscal discipline.

“Before demanding more resources, governors must first demonstrate responsible financial stewardship of the billions already under their watch,” he added.

The MP further questioned the motives of those pushing for the abolishment of NG-CDF, suggesting that political interests were driving the debate rather than genuine concern for citizens.

“Those advocating for abolishment of NG-CDF must declare their interests in county allocations instead of making blanket, unwarranted attacks on lawmakers. Let us strengthen institutions that serve the mwananchi, not weaken them for political convenience,” he said.

Musyoka urged Kenyans to resist efforts aimed at dismantling the NG-CDF, stressing that what citizens deserve is accountability, not contradiction; development, not diversion.
