Power Tussle Erupts in Kitui Assembly as Wiper MCAs Force Leadership Shake-Up

Tensions flared inside the Kitui County Assembly on Tuesday, moments before Governor Julius Malombe’s highly anticipated State of the County Address, as Speaker Kelvin Kinengo was compelled to declare the Majority Whip position vacant under intense pressure from Wiper Party Members of County Assembly (MCAs).

Chaos unfolded during the official opening of the Assembly’s 4th session, with Wiper-allied MCAs staging a spirited push for immediate implementation of changes in the House leadership. The proposed changes—submitted through a letter by Township MCA Daniel Ngoima—included:

Hon. Daniel Ngoima (Township MCA) to assume the role of Majority Whip, replacing Hon. Bonface Mukwate (Kanyangi MCA)

Hon. Cyrus Kisavi Musyoka (Ikanga MCA) to become Deputy Majority Whip, replacing Hon. Godfrey Muthengi Ndagara

Hon. Munyoki Mwinzi (Kyuso MCA) to take over as Majority Leader from Hon. Harrison Maluki

Speaker Kinengo confirmed receiving the Wiper Party’s communication but initially held off on a final ruling regarding the Majority Leader position, citing the need for legal advice. However, amid heightened agitation and chants from the floor, he bowed to pressure and declared the Majority Whip seat vacant—a move that momentarily restored order in the chamber.

As a result of the standoff, Governor Malombe’s address was delayed by 30 minutes and only commenced at 2:30 PM after Speaker Kinengo made a passionate appeal to the members to let the session proceed while promising to address the impasse later.

The Governor eventually delivered his State of the County Address uninterrupted.

Tuesday’s showdown underscores the widening cracks within Wiper's Kitui wing and hints at a looming political realignment that could reshape the Assembly’s power structure as the 2027 elections draw nearer
