Wavinya Reinstates Sacked Finance CECM After Court Suspends Dismisal

Machakos Governor Wavinya Ndeti has reinstated County Executive Committee Member (CECM) for Finance Catherine Mutanu after a court suspended the implementation of her dismissal, pending the hearing and determination of the case. 

In a statement issued on Monday, Governor Ndeti said she had been served with a court order suspending her July 6 decision to dismiss Mutanu and would fully comply with the directive.

"In compliance with the said order and in obedience to the ongoing court process, I hereby direct that Catherine Mutanu reports back to office as the CECM for Finance with immediate effect pending the hearing and determination of the case," the governor said. 

Governor Ndeti used the statement to explain the circumstances surrounding the dispute, particularly the delay in the payment of salaries and allowances to members of the Machakos County Assembly.

She said the County Government had submitted a supplementary budget to the Assembly on May 4, 2026, which included provisions for the Assembly's emoluments and allowances. However, she noted that the Assembly de-gazetted its sitting scheduled for May 29, delaying consideration of the budget. 

According to the governor, when the Assembly eventually resumed, it passed what she termed an "adversely amended" supplementary budget on June 29, just one day before the close of the 2025/2026 financial year. She further explained that exchequer disbursements were only received on June 23 and June 25, delaying the processing of salaries and allowances. 

Governor Ndeti also maintained that the County Assembly had not submitted the necessary documents required to facilitate the release of the funds, saying the critical Form A was only received on July 6 at 2:50 p.m. 

With the documentation now in place, the governor directed the Finance CECM to proceed with processing Form C from the Assembly to facilitate the payment process. 

The governor concluded by wishing Mutanu success as she resumes her duties, signalling her administration's commitment to complying with the court process while ensuring county operations continue uninterrupted.
